Airline Luggage Restrictions

Is there a reason why Y class passengers throughout the world, for the most part, are restricted to one piece (20-32Kg) whereas inbound/outbound flights to the US & its Territories, Canada, and Mexico (if I'm not mistaken) everyone is allowed 2 bags at 32Kg each?

Y class passenges are allowed many bags on most airlines provided they are under the allowance not just 1 bag
Next destinations, Suarabaya, beirut, paris, Accra

The reason is presumably competition in the US Marketplace?

If you're routed through Nth America on one ticket, generally your allowance is always that, despite sectors in other regions.
