YHZ To Get US Customs Pre-clearance, Finally

Sun Dec 19, 2004 4:36 pm

After many years of waiting (and lobbying), the Halifax International Airport will have a US customs stations. The facility will be up and running within a year and half. Tom Ridge (DHS secretary) made the announcement, after Halifax and Bangor International airport reached an agreement over "in-transit" passengers. At present, many in Atlantic Canada have to fly to YUL or YYZ first before flying south of the border.

Will this mean more direct flights from YHZ to US hubs, potentially bringing down the price of airline tickets ? and how did pre-clearance affect the number of US-bound flights and passengers in other Canadian airports ?

I personally like clearing US customs in Canada because one gets the protection of Canada's Charter of Rights and Freedoms, the Canadian Bill of Rights, and Canada's Human Rights Act. Also, if you're refused entry to the US, you won't be "detained" for you next flight home, you simply leave the pre-clearance area.

Well, well... welcome to the majors YHZ. Congrats.

And you're quite right about the protection offered to Canadians who pre-clear in Canada. Our laws and our turf tend to knock the CBP "holier-than-thou" attitude down a few notches.

Cheers from YUL

US Customs Pre-Clearance will no doubt have a positive effect on YHZ's transborder pax numbers. YOW in 1997 was the last Cdn airport to receive pre-clearance facilities. Transborder traffic at YOW has grown by about 40% since that time.

HOw would this increase the number of flights out of YHZ...

Airlines operate to whatever city when there's a need regardless... The US preclearance doesn't have any effect on how much time the aircarft spends while docked onto the bridge....

The US carriers like it because it enables them to arrive domestically in the hub cities and cuts down on turn times there. As far as creating more business, that waits to be seen but it will definately be more convenient.

Right now COEX has 4 a day to EWR; Comair has 3 to BOS; American Eagle does 2 to JFK and Pinnacle does 1 to DTW. Come summer tourist season Eagle and Pinnacle wil increase frequency and CO adds 2 737's.

Yegbey01,

I remember AC used to fly YHZ to EWR non-stop a while ago. Maybe with pre-clearance AC can fly a CRJ or an EMB to LGA (which has no pre-clearance) or ORD (big UA hub) without going through YUL or YYZ.

I am leaving to IND this week. I actually paid more to fly AC through YYZ rather than flying CO through EWR, pre-clearance was a big part of my decision. I also like flying on DH1's  Smile/happy/getting dizzy

As YOW mentioned above, passenger (hence, aircraft) traffic can only go up with pre-clearance (as was the case with the Open Skies agreement).

Good for Halifax, but not sure why?

I wish YVR would get rid of U.S. customs, I would help with connecting traffic from overseas going to the U.S. via YVR

DYK...

I agree with you...Probelm is that our airports are not designed for international connections....

I was flying from YUL to LAX... and we had at least 20 pax connecting from CDG...They delayed the flight just to accommodate these pax to go through two customs...ridiculous

I thought JAZZ had flights from YHZ-EWR? I like YHZ especially our longer layover. Ground staff is excellent. If we preclear this would make for a excellent turn. Right now it is kinda time consuming because of the customs on the way back. When I do a turn I kinda run in and out lol.

In addition to the flights listed above, Jazz also does 2x daily to BOS, more during the summertime. The effect US preclearance has on an airport is that allows for transborder flights to be operated into US domestic terminals, thereby allowing for a much greater number of connection possibilities, which in turn should theoretically produce more transborder pax for an airport.

AnnoyedFA,

Jazz's predecessor in YHZ (Air Nova) used to fly YHZ - EWR. Air Canada, however, decided to drop this route shortly after 9/11.

Flights from Canadian airports with pre-clearance arrive at Terminal A in EWR, whereas previous Air Nova YHZ-EWR flights went through Terminal B to go through customs. Given that UA (AC's start alliance partner) fly from EWR Terminal A (which has no customs facility), I am hopeful AC will resume this route once the pre-clearance is ready.

In YVR, I think you don't need to go through both customs connecting from an international flight to a transborder flight or v.v. This was true pre-9/11.
It might have changed recently.

PA006,

Pre-clearance of "in-transit" passengers in YVR was halted right after 9/11, but has since resumed. Besides, Yegbey01 was flying from YUL which does not have "in-transit" clearance. I am not exactly sure how it works at YUL, but I suspect passengers might have to clear both Canadian and US customs

I think what Yegbey01 was getting at is that flights will be delayed if some pax are bogged down by customs, whereas this would not happen if pax were to clear customs in a US airport. Since most international pax must now be fingerprinted and have their photo taken (US-VISIT), such delays are more likely.

Maybe with pre-clearance AC can fly a CRJ or an EMB to LGA

Yes, that's exactly what I was thinking. Let's hope so!

I know that Atlantic Canada is a popular destination for tourists from the Midwest. Let's hope the the pre-clearance facility brings about non-stop service to YHZ from ORD on AA or UA, even on a seasonal basis.

Ckfred,

NWA flies DTW-YHZ non-stop year round, I can't see why UA or AC don't start YHZ-ORD non-stop. First of all, AC has by far the largest number of flights in Atlantic Canada (NWA does not have codeshare agreement with AC, or for that matter any other carrier in Atlantic Canada), and it is safe to say that YHZ is AC's unofficial hub in eastern Canada. Secondly, I would love to see UA in YHZ  Smile .

Considering that AA lost its Canadian partner, CP to the AC merger, one would think that it could make one or two ORD-YHZ roundtrips work. In the winter, it could move residents of the Maritimes to southern California, Arizona, and the Colorado ski resorts. In the summer, it could move U.S. residents of the Midwest and West to the Maritimes.

The YHZ-JFK service is designed to move traffic from eastern Canada primarily to Florida.
