Wright Amendment - Does It Apply To Charters?

I was reading another thread regarding charters for college bowl games, and one person thought he saw a 757 charter at DAL that was scheduled to go to Los Angeles for the Texas-Michigan Rose Bowl.

I wasn't sure if the Wright Amendment applies to charters or only scheduled service. Anyone know?
"Lose" is not spelled with two o's!!!!

Southwest Airlines begins interstate service to New Orleans, Lousiana. Congress passes the Wright Amendment to the International Air Transportation Competition Act of 1979.

Permitted air carrier service between Love Field and points within Texas, Louisiana, Arkansas, Oklahoma and New Mexico, provided the air carrier did not permit through servicing or ticketing and did not offer for sale transportation outside these states. Permitted charter air transportation provided that these charters did not exceed 10 flights per month. Permitted air transportation provided by commuter airlines operating aircraft with a capacity of 56 passengers or less.

So assuming that that provision of the Wright Amendment still stands, there could be some charters to DAL.

Does/has any airline use(d) jets under 56 pax to service DAL outside the permitted states of the Wright and Shelby Amendments?
We're gonna do what we like to call a "jetBlue how do you do", which is slang for dumping a bunch of fuel in the ocean

CO also flew ERJs on a DAL-CLE route, and DL flew CRJs on a DAL-ATL route prior to 9/11.

Didn't Delta offer flights from DAL to ATL on ASA CRJs, or am I imagining things?

the wright amendment stipulates scheduled service. Charters are exempt. Air Force One flies into DAL, as do most of the sports teams playing in Dallas.
