Something's Up With LAX 7R Localizer

Hi all
Was just looking at the FAA airport info website and it says that there is a traffic management program in effect due to the 7R localizer. Does anyone know what's wrong? Something to do with the rain we are having here?

It went out for awhile, causing additional delays for the aircraft in the air, and a ground stop for those still on the ground, but they got it fixed after about 30-40 minutes..
