What's An On-Time Prospect?

At the SkyWest terminal in SLC yesterday several times over the PA several different gate agents would call "Would a SkyWest on-time prospect please come to gate E-XX" or "Would an on-timer please come to gate E-XX", WTF is an on-time prospect?
We're gonna do what we like to call a "jetBlue how do you do", which is slang for dumping a bunch of fuel in the ocean
