HKG In US-China Bilateral?

Is Hong Kong covered under the US-China Bilateral agreement, or, as a SAR, are flights between the US and HKG covered under a different agreement?

If they are different, what are the limitations placed on that agreement?

Looks like HK and US have separate agreement according to this article, also mentions the limitations..

HK and China have separate agreements with the US.
HK and US are having a new round of talks at the end of April.
