Latch On 767-200 Outboard Bins.

If you look at the pics below, the 767 originally had the latch for the outboard overhead bins BELOW the bin, as it is/was on the 757. The other pic shows the handle latch actually ON the bin door. What i want to know is, why did Boeing change the design?

Bizarre... I've never noticed it below the bin like in the second picture. Which other airlines have this interior fixture?
