FAA Regs On Child Car Seat Use On US Airlines

I notice that the FAA (recently?) allow foreign certified seats:

A website i noticed said:

"Manufactured outside of the U.S. must bear a label of approval of a foreign government or a label showing the seat was manufactured under the standards of the United Nations" - indeed, the is American West policy.

Where would i find the FAA reg regarding this? I notice that (UAL specifically) maintain FAA stickered seats only.

I would look under TSO- Technical Standard Orders instead of any of the regulations.

Great- thanks for your pointer. Specificially, part 121.311 includes the foreign definition.
