Adding Customs & Immig. Facilities To A Terminal

Thinking mainly in relation to LAX where it seems that nearly each terminal has its own (in reality only T2, TBIT, T4, T5, T6) US Customs and Immigration facilities, how easy is it to have a new federal inspection facility open in an airline's private terminal?

Is it mainly just a matter of the airlines ponying up money to build the facilities?

It also depends on the airport's desires and wishes. Delta, from what I remember, wanted such facilities in its new Terminal A at Logan, but Boston wanted all international arrivals to use Terminal E
