Traffic rights from Europe and America to China are rare these days, so every airline maximizes its rights and flies to Beijing and Shanghai. New rights are usually used for additional flights to both destinations but not for new destinations.
So it is a good move to lift all restrictions to these western provinces where otherwise nobody would fly to.
But the amount of interesting destinations for European or American carriers there is limited. Maybe charter flights to Lhasa could be interesting. I also heard that Urumqui next to Kazachstan is somehow booming and might be of interest for European carriers.
As the provinces of Sichuan and Yunnan are also part of this new deal, they are the most promising. Kunming, Chengdu and Chongquing have big potential.
