Can Old-fashioned Agencies Be Cost-effective?

Well, I guess this was discussed about million times before and I hope moderators won't mind it, but it always makes me wonder.

Can airline agencies survive in those days of cost-cutting and hi-tech? Here, in Belgrade more and more are closing and moving into big business buildings without those windows filled with brochures and models of airplanes. OK, times are changing, airline menagements are trying their best to keep their company profitable, but weren't those old-fashioned agencies the best advertisement for the airline and can that advertisement be cost effective as well?
