Re: Emergency minimum staffing for 737 and 757-200 aircraft
Due to the highly unique circumstances generated by Hurricane Rita, Continental Airlines has received permission from the FAA to exercise emergency authority under FAR 119.57 to staff all 737 aircraft with two flight attendants and all 757-200 aircraft with three. This authority applies to flights that depart from and return to IAH, or depart from IAH and flow through an outstation, continuing on to CLE or EWR. While this is not a preferred level of operation, this authority will only be exercised when absolutely necessary. These are extraordinary times and those of you who witnessed the pain and suffering of Hurricane Katrina understand the potential need for this critical evacuation measure.
We will make every effort to locate additional crewmembers to assist where possible. In the event you are working with two flight attendants, flight attendant A will sit on the 1L outboard jumpseat and flight attendant B will sit on the aft-most outboard jumpseat. To complete the safety demonstration, the lead flight attendant will read one section, then demonstrate the appropriate portion with flight attendant B, then read the next section, demonstrate, etc. Extra time to complete the demonstration should be coordinated with the flight deck crew.
Any flight staffed with the amended minimum crew will clearly require a moderated level of service. The Inflight Department will rely on Continental’s professional flight attendants to offer the best service possible with the resources available. In an effort to help our customers understand the situation, we have prepared the following special announcement to be made after takeoff:
“Ladies and gentlemen, due to the unique circumstances created by Hurricane Rita, we will be flying with two (three) flight attendants today. We may not be able to provide our normal level of service. We appreciate your patience and understanding as we make every effort to move as many people as possible out of the Houston area. Thank you
