A very open-ended question... By air taxi service, it is indeed possible, no doubt, to fly from any public airport in the U.S. to any other -- if time and cost are not considerations.
If the question can be interpreted to mean (as I am guessing) is it possible to fly by scheduled air carrier from any airport served by the same to any other such airport, again the answer is about 99.8 percent yes. If we consider co-terminals as the same city (Sanford/Orlando or Port Columbus/Rickenbacker as examples) then my answer is essentially 100 percent yes. What the cost will be and how many days
and airlines and transfers it will take to go between some of the lesser-served airports with scheduled airline service will be unacceptable (except for the most avid air travel "fanatics" with lots of time and money) to the alternative of flying between airports with reasonably good service at reasonable cost, and traveling by automobile, bus or train to reach the city(ies) to/from which one is traveling.
