From looking at the picture it appears as if the mountain in the background throws the picture off making it look like the wingtip is touching the ground...but then again, what do I know?  Smile

No I suspect that the plane is coming up from a valley and will drop parcels as near to the refugees as possible. The runway will end at the level ground and the ground below drops away. I have not heard of any aircraft losses. It is a tragic situation there. Sad

The runway slopes down at the end their, so they are no where near the RWY. That C-130 is going to drop packages on the RWY so the people at the side can collect them.

The ground curves away so it's probably not too close to the ground at all (well by military standards anyway  Wink ) and also you've got the heat shimmer that makes it look closer.
