Pan-European Airspace To Include Non-EU Members?

Will the effort to bring together European airspace into a joint zone include non-EU nations such as Switzerland?

I don't know whether this answers your question, but already today Switzerland is controlling some parts of Germany. This became widely known when the control company "Skyguide" made mistakes which lead to two airplanes colliding above southern Germany.
