Runway Safety Margins

According to the Associated Press, President Bush had signed a transportation bill which requires hundreds of airports to improve the safety margins by 2015. Does anyone have any more information regarding this bill and which of the "hundreds" it will affect?

It requires extra run safety area at airports. Surprisingly few airports actually have the required minimum of area beyond the runways for runoffs. Airports like MDW will not be able to expand being that it is surrounded on all sides. Geographic and development limitations cause for a lot of difficulty.

This has been put in motion, but there is no way that all airports will be able to comply.
If you have never designed an airplane part before, let the real designers do the work!
