Delta Tentatively Awarded JFK-Kiev Authority/Slots

Thu Dec 15, 2005 7:57 am

The DOT has issued a Show Cause Order tentatively awarding Delta the available four weekly round-trip U.S.-Ukraine frequencies. DL plans to use these, together with some of its existing holdings, to begin its JFK-Kiev route, operating five-times weekly, with the B767-300ER, starting around 1 June 2006.

United was the other airline that had applied for the frequencies, to add a third daily codeshare frequency to Ukraine with Lufthansa. While in normal circumstances, DL offering to operate its own metal would be a slam-dunk when compared to UA offering a third codeshare frequency, DL was late in its filing and did not object to UA's earlier filing in time. The DOT correctly decided, however, that the benefits of DL's own-metal, non-stop service in the JFK-KBP market more than outweighed any procedural advantages that UA possessed.

UA's objections are due Monday, and DL's response is due the following Monday. The DOT will not change its mind, and should issue a final award in mid-January. The DOT is allowing UA to use the frequencies on a temporary basis until DL begins service.

The Order to Show Cause is available here.

While it is only temporary, it is good to see that the DOT has chosen (after several months, again  ) to give the slots to the nonstop serive vs only another direct codeshare flight.

It's good that they made the viable -- and not beurocratic decision.

Not a big shock, but still good news for DL.

Let's hope that they can turn this route into a success!

This is great news. I'm almost positive that this route will get good loads. I'm flying Delta to Kiev next month. But because Delta did not have non-stop flights, I have to take a code-share flight on Air France.

Enjoy your flight and trip to Kiev. I'm flying American and Ukraine International to Kievtomorrow.
I'm assuming that American contractors will make DL money, like SVO, and low-yield customers will still fly AeroSvit.

Yeah, although I have seen a huge amount of Americans traveling with Aeroflot to SVO as well. It did surprise me at first. But when I talked to some of the businessmen, they said sometimes their companies prefer Aeroflot over Delta. Beats me why though...

That's strange, while Aeroflot's service in Economy is better than Delta in some ways -- I know USAID Contractors require US or US-affiliate carriers.

I'm sure it is a cost issue for their company. Is Aeroflot much cheaper than DL?

Since when is UA so hot for a JFK-Europe presence anyway? All they fly right now is JFK LHR - - but if they were into expanding NYC-Europe, why on earth Kiev ?

Delta has invested far more of itself in JFK than has UA and therefore deserves a route like this one. It compliments the rest of their vast European network out of JFK.

If the route being decided was IAD or ORD to Kiev, then I'd say UA, but from JFK? That was just a move by UA to break some b*lls at DL. Pure and simple. (IMHO, of course.)

UAL did not ask for JFK-Kiev, they asked for the ability to book more passengers via LH to Kiev under a Code share arrangement. Passengers would fly FRA-Kiev on LH.

If you're interested in more details, I'd read the Show Cause order I linked to in the thread starter. That's got a good summary of everything and both airlines' positions.

Aeroflot has traditionally offered considerably lower fares with less restrictions on a net basis.. so unless there's a revision to the contract the price doesn't change though the published rates may.

The majority of the non-consolidation contracts that DL works with are on a percentage basis - so any change in published will cause a corresponding change in the amount the corporation is getting charged.

I'm hoping that DL does well on these routes. It's nice to see them add new service further afield. It should give LH a run for their money.
