BTA2727 Having Issues With Control?

I was listening to CLE ATC and it sounds as if someone from dulles, presumably BTA2727, was or is leaning to the right.
"The flight steering system is partially INOP, a circuit breaker may have been pulled, something was incorrectly written up"
I'll let you know what happens as it occurs.
What now?

It doesn't appear to be BTA2727, I can't get his flight #, but he mentioned Portland and Dulles. I haven't heard anything from him in the last 5 minutes, so he might have gotten the situation under control.
