JetBlue Partnering Airlines?

After a search i could not find any posts to answer my question, so perhaps you can all help. Who is jetBlue refering to when they speak of flight benefits and "unlimited stand-by on JetBlue flights and passes on partner airlines." ?

Sounds like they are refering to their employees.
