Loading B-314s At LGA?

At http://editorial.gettyimages.com/sou...ch/Product.aspx?p=4&e=0&pg=1&am=-1 put 2812780 into the search box. What's the point of that paved oval between runway 4/22 and the MAT? And that covered walkway (?) from it to the pier?

A turnabout apron for airliners that either picked up or dropped off passengers for direct transfer to the seaplane pier would be my best guess. The covered walkway would be for transfers in rain or inclement weather.

Turnaround for cars? Possibly made from
older car race track?
