Which Airports Have Preclearance?

Wed Feb 22, 2006 1:04 pm

I know that many Canadian airports offer customs preclearance for passengers travelling to the US. I have also heard that NAS in the Bahamas has preclearance as well. I was wondering which other airports offer preclearance. Also, is the US the only country that has preclearance facilities at foreign airports, or do other countries do this as well?

Here are the airports that I know have preclearance:
NAS
YUL
YYZ
YVR
YYC
Third Runway - LHR, Second Runway - LGW, Build Them Both!!!

If YVR has pre-clearance why does CX 888 always send their pax to customs on arrival to JFK

Because there are passengers who boarded at HKG and going through to JFK. THe layout of the airport means that those pax would have to clear Canadian customs first before approaching US customs.

If I recall correctly, CUN was going to be the first airport to have US preclearance in Mexico. Nonetheless, I guess that after last year hurricane and the airport's damage it will have to wait.

DUB and SNN have immigration preclearence but not customs... has to do with duty free sales IIRC.

I wanted to say that

"YOW has it"

but my post bounced back because it was "too short" a post, so I am posting the same thing again with this many words. Sorry to be verbose...  guilty

The airport at yvr has a facility were passengers transfering from intrnatioal to USA can proced straight to US customs and claim thier bags from a special baggage belt ijn the customs area. some airlines use it some don't CX probolay does not use i so HKG to JFK pax do not have to get off the plane. Also the plane would have to park at a int/UUSA swing gate to allow access to the plane from the US precleared rea and customs would have to qurantine the plane while the search it for contraband lest on the plane. That would take time for a 747 or A340 to be fully checked.

I'm not sure why though. Once you enter the US immigration area in DUB you can't go back out into the main departures area (where the duty free shops are). So any customs declarations made at that point wouldn't be able to change between there and arriving in the US. I wonder is it to make the process more consistent in the customs area in the US?

You already have your answer: duty-free sales airside and on the planes.

Just because the items are duty-free by virtue of not having been officially imported into the country where they're being purchased doesn't mean that they're potentially subject to duties upon importation into the U.S.

If you were pre-cleared for customs, the airports and airlines couldn't make any money from duty-free sales.

I flew through YVR international twice in the past couple of years. The first was on CX888 HKG-JFK, and we were not allowed to get off the plane, so we cleared customs at JFK. I'm not sure if this was standard procedure because we were originally booked on CX888 Sep. 12, 2001, and obivously our flight was cancelled due to the 9/11 attacks. We were on the first CX flight out of HKG to the U.S. on Sat, Sep. 15, and it just happened to be the YVR-JFK flight.

The other time I flew through YVR, I was on Air Canada from Tokyo connecting to United into Denver. Since I was connecting to the U.S. I was sent through U.S. customs right in the terminal. There was a "Welcome to the United States" sign and all, which I thought was a little odd.

In Canada, YYZ, YUL, YOW, YWG, YYC, YEG and YVR all have pre-clearance, and I believe YHZ is about to get it.

Elsewhere, I've heard some people suggest that all Canadian flights to the US feature pre-clearance, but there are a number of other smaller Canadian airports that I can think of that have regularly scheduled flights to the US (YYJ, YLW, YXE, YQR, YQT, YXU, YKF, YQB, YQM, and YYT) that have no pre-clearance - from these airports, you'd pass through US Passport Control in the US just as if you arrived from anywhere else in the world.

I always thought that LHR would be a prime location for preclearance, what with the vast number of US bound flights departing there every day. Maybe it a volume/logistics problem that prevents it...???

I don't know about FRA, but last time I flew through AMS on a US bound flight (AMS to MSP on NW) was back in October 2001, about five weeks after the September 11th attacks, and there was no preclearing then. In fact, there was a stern and lengthy preboarding interview by a rather butch Dutch woman with guns and truncheons.

Yep, CUN has been pushed for quite a long time to be the first airport in Mexico to get pre-clearence

Precisely

The Halifax pre-clearence facility opened early this year

Probably more logistics than anything else, as you would have to find space somewhere at Heathrow to do the pre-clearence. Additionally, it would be more of the pointless Irish pre-clearence because I am sure the airlines flying out of LHR don't want to stop selling duty free and I know BAA wouldn't

I think what you're think of is just the extra security for U.S. bound flights.

I can count 15

In Canada: YYZ, YUL, YOW, YWG, YYC, YEG, YVR and YHZ under construction set to open later this year.

In the Bahama Islands: NAS, FPO

In the Caribbean: AUA and US VI

In the Atlantic: BDA

In Europe: DUB / SNN (Immigration only)

At MIA, Bermuda is always a problem for family greeting relatives. Most head to customs without realizing it will arrive directly at the arriving concourse

In any case, I heard that DUB is not always pre-cleared. Only the morning flights apparently are precleared. The others are on arrival in the US. So if you are connecting from europe via DUB, chances are you have to clear in the US.
I rather like the idea of preclearance as you probably all know the process can take forever if several 747s, 777s and big buses arrive at the same time.

By the way, what happened if you visit Canada and then decide to take a couple of days in say NYC. Do you clear Canada, enter US and and on return to Canada you turn in your US slip and start all over again with Canada ? This question because I hear that if you do it the other way around (US to Canada), youre supposed to keep your US arrival slip in your passport (and dont get a new one upon return to the US from Canada).
