If you start the certification process that late you will probabley never get it certifiyed no matter how much money you spend. The certification process starts at the very beginning of the design process. The design has to be in accordance with the requirement of the country of manfactures airworthiness authority and you must document/prove this from the beginning, it is not an "add on" process. Just producing a design compliance staement would cost millions, let alone all the supporting reports.
Then you have actual certification tests, once design is finished, such as structual tests, flight test etc. I would imagine that certification of the A380 would be well north of E100 million.
I have not been involved in type certification of airliners, I have of light aircraft, albiet more than 30 years ago and it could cost tens to hundreds of thousands back then to certify a light aircraft in Australia, provided it had been certified in in it country of manfacture AND
the manfacture cooperated, some didn't.
