Abandoned Learjet 23 At WGA

I went to the open house at Williams Gateway in the Phoenix area, and saw off to one side, a sad little lear 23 in terrible shape, the guy standing next to me said it was abandoned and soon to be hauled off to a junkyard. I can't find the photo I took (sorry!) but it did have a small mexican flag just in front of the door. I would love to learn of this plane and it's history if anyone could help.

It is always sad to see an airplane abandoned and, usually, doomed to being broken up. But, when they reach a certain age, aircraft are simply old and inefficient enough that, at some point, a needed repair or timed-interval inspection is more costly than the economic value the aircraft provides the owner. When this happens, well, bid a tearful adieu.

I found out the plane belongs to the Chandler-Gilbert community collage, I'm told it was donated for teaching A&P classes but it looks like all it's done was be parked and left out in the sun to fall apart. I took a pic and reg number was on it, but it got lost in my card.
