I think because LH is not the official airline for the World Cup. Emirates is the official partner (you can see some of their aircraft with the World Cup logo).

I flew on D-AIGS on 7 August this past year from IAH-FRA only about a week after it was first applied. It was also the first LH plane to wear the football (soccer) nose design. I was pleasantly surprised to see the design as I boarded the plane not knowing what it was for.
