Is This A Plane Or Some Kind Of Hydrofoil?

Is this actually a plane? Or is it some kind of Hydrofoil / Hovercraft? By the look's of it it doesn't actually have any wings!

Or a more commonly-used English term is WIG, for "Wing In Ground-effect":
