Arrow Air DC-8 Question

I saw N791AL in Havana, Cuba last week. It had the logo of "Arrow Panama" and also carried the Panamanian flag on the aft fuselage. Why does it have these markings? Is this a new company? Thanks

Arrow seems to have formed a Panamanian subsidiary recently.
At least one of the DC-8-63s is also flying around with Arrow Panama titles.

Maybe so they can serve Cuba without any brain damage? I really don't know, but just a thought.
