Does UA really operate such flight or is it just an error?

Must be a test number. Generally, no UA flight begins or ends with 13. Look at FlightAware, 413 doesn't show up.
Measure to the millimeter, mark with a crayon, cut with an axe.

also, generally, international flights are either 800 or 900 flight numbers.

Tu154 is correct. United flights to/from Asia/Oz have 800 flight numbers. Flights to Europe have 900 flight numbers.

that is a test flight number and doesn't exist. It is probably used for classroom training purposes only.
