Maybe because the Cook Islands are quite far away from New Caledonia, well out of the range of an ATR. Besides, is there any traffic between these 2 countries? PPT can barely sustain a once weekly flight, and there is far more traffic going between these 2 french overseas territories.
Vanuatu, well Air Vanuatu and Air Calin already serve this sector. I don't know whether there would be room for one more player in this little market.

Don't Air Vanuatu or Vanair already fly Noumea-Tanna? Or is it Noumeas-Sanot I am thinking about?

WHAT!? Why would they need to go to Australia when they already have Noumea hospitals? Passengers who need to get to Australia can already get there on SB or QF's numerous amount of flights to BNE and SYD per week, and if those services are full then AKL is always available aswell. Is the ATR even able to make it from New Caledonia to Brisbane?
