Why AM/MX Do Not Fly To Bolivia?

I've been looking at both AM and MX expansion into South America. Why is it that they don't even have it in their plans to fly to VVI? The traffic exists as can be attested by the number of LAB flight into MEX and CUN before some of its fleet was impounded. Even a seasonal flight would make sense, as there are thousands of Bolivian students in Mexican Universities. Why is it that there's no Bolivia on their expansion?

Its always good to see MX/AM expand to South America. Maybe MX could fill up an Airbus from VVI to MEX, but I just don't see them looking at the Bolivian market at all. AM even a lesser chance.

I would guess that student traffic is not high-yielding and that it falls in the V.F.R. category. Moreover, the policies of the current Bolivian government will not result in an increase of politicar, business and trade ties between Mexico and Bolivia, so there is no need for a non-stop flight. Remember LB was a low-fare alternative for Mexicans going to Argentina, Brazil, Chile, etc. and vice versa. For the time being those students and any other passengers will need to fly with LA, AV, CM, TA and maybe even AA.

CUN757, I don't think any Mexican airline has a codeshare agreement with LB.
Next flights: MEX-LAX AM 738, LAX-PVG DL 77L, SHA-PEK CA 789, PEK-PVG CA A332, PVG-ORD MU 77W, ORD-MEX AM 738

Or LB! They still serving MEX only 3X a week via PTY with B722W!

Our legal beagles, EddieDude or Adriaticus may be able to cast some light on this one... for one thing, MX used to fly MEX-LIM-EZE probably about 10 years ago... If there were 5th freedom rights back them, it seems unlikely they would have been revoked...

While on this train of thought, perhaps MX could extend BOG to VVI or LPB, the second leg fits the B752 and the A320/319 all right. I presume there ARE 5th freedom rights beyond Colombia; otherwise, AR and RG wouldn't have attempted their EZE-BOG-MEX and GRU-BOG-MEX routes.

Or, if the UIO-GYE loop is ever re-established, Bolivia could be added from there too.
