Refurbished Delta MD-88 Question

Last night, after a long delay on my flight from ATL to ABQ, I went on one of the refurbished MD-88s for the first time. One thing that I noticed though that the changes on this MD-88 are not as extensive as my previous flight on a domestic 767-300, which also had the refurbished interior, and the refurbished 757 I flew last year. The MD-88 I flew on had the new seat signage and leather seat covers, but still had the old black PSUs and incandescent No Smoking/Fasten Seat Belt signs. In this photo, shows an MD-88 with the newer gray PSUs and fluorescent No Smoking/Fasten Seat Belt signs.

Were the ones with the gray PSUs done later than the ones with the old black PSUs?

And PLEASE don't ask why I didn't put my infamous quote, "This is not a poll", as it is pretty OBVIOUS that this isn't a poll.

My first guess would be that there's nothing wrong with the PSUs or signage, and DL didn't want to spend the money replacing them, just to bring them in line with the rest of their MD fleet.

My second guess would be lack of parts availability for the grey PSUs and fluorescent signage during the refurbishment.

There are two versions of every mod. Most were run through a quick five day mod line in ATL. These planes got new carpets, floor coverings, bulkhead wallpaper and sign changes as well as refurbed seats.

Since the mod began for each fleet type the aircraft going through overhaul checks got a more extensive mod. For the MD88/90 fleet this included everything in the partial mod. On top of that the sidewalls, ceilings, overhead bins, lav, and PSU panels all got reworked. This includes all the new buttons on the PSU. Also the ceiling panels that were capable of storing life rafts were changed out for standard panels.

This two mod approach was the best way to quickly change the image on the interiors. Eventually the entire fleet will get the complete mod.
