Have LHR Transit Facilities Reopened?

Yesterday, at the hight of the chaos, LHR officials shut down the transit centre, stating that all international transit passengers would have to clear UK customs and immigration, and then proceed land-side to check in at the main check in counters. Does anyone know if international air-side transit facilities have been restored today for a VS (T3) to KQ (T4) connection?
It's been swell, but the swelling has gone down.

I think the Flight Connection Centre (FCC) is now full operational at LHR. LHR handles alot of connecting traffic..and I mean alot - for that reason alone I think the FCC should be up and running. If it was still closed today, then the airport terminals landside would be bursting at the seams!
Yesterday was just one of those exceptional days!

Also, the BAA website is still showing how to connect through the FCC at LHR, so again it looks like it is operating normally.
