The FAA states that persons no less that fifteen years of age may sit in an exit row. That is for all US carriers. Overseas I cannont speak for.
The only valid opinions are those based in facts

Yeah, it's 15.

Coming back from CUN a few months ago, the gate agent mixed up and had a bunch of people in the wrong seat. I was supposed to go in the exit row, but i need another 8 months for that. The F/A was trying to figure it out, but an eight year old was already in the exit. We got bumped to 1st for no charge  spin  But, of course, I (along with probably everyone else her @ a.net could open the exit faster than half the people that get assigned those seats.

Exit Rows are assigned to the people who I would least want in those rows all too often (myself included)
I flew KL in exit row (I'm 15), and had no problems with them or the FAs, but I can't speak for other foreign carriers
