could be HY102 TAS-RIX-JFK STD from RIX STD 12:40LT

DESTINATION AIRPORT
CODE FLIGHT NO. SCHEDULED DEPARTURE EXPECTED DEPARTURE STATUS
New York JFK HY101 12:40 13:40 DEPARTED at 13:40

so it departed from RIX at 13:40LT (10:40UTC)

HY = Uzbekistan Airways

If it was a light blue underbelly, what about Austrian Airlines?

Well Austrian flies 767s too. That one was just an example of the livery.
