Small Twin Flying Circuits Over Stoke@11pm

Just come in from work and saw a twin prop with a rapid flashing white anti collision light on the belly flying over my house in the city centre (hanley) and it flew east towards EMA, then turned & came back towards the centre (west). What was it doing? And what was it? im sure theres a way of finding out, I just have no idea what it is!

Possibly the CAA/NATS plane which flies around testing navigation aids? Not sure of there are any VOR's or NDB's around Stoke, though.
No trees were harmed by this message. However, several million electrons were terribly inconvenienced
