NW On-Time Performance At SAN Vs. Entire Network

A quick question that perhaps someone here can answer: On page 10, there is a listing of on-time percentages by airports, and at SAN, all airlines have at least 70+% on-time rate, except for NW, which has a shockingly low 54.9% on-time rate.

Curiously, if you look on page 5, NW has a 77+% arrival rate, so it appears to be limited to SAN (at least as far as these statistics go).

Can anyone explain the dismal rate for SAN? Bad luck?

I believe this station is in the process of being outsourced.
