Definitely not legal in the U.S., and not smart anywhere. The U.S. rule is generally 500 vertical feet from persons or property, except "congested" areas where the limits are higher, and as necessary for takeoff, landing, or emergencies.

Obviously it is in Russia! Low flying is only allowed over water in the U.S but you still have to be 500ft away from people.
