China Airlines IAH-SEA-TPE 17NOV

A) Does anyone know how many seats there are available on tomorrow's CI flight from IAH to TPE?
B) Since the flight stops in SEA, and CI can't transport anyone between IAH and SEA, how do they decide whether or not they can admit a nonrev in IAH, when they don't know how full the SEA/TPE segment will be until much closer to departure? How do other airlines handle this? Are they allowed to take the nonrev in the origin city and kick them off in the transit point if they have no rights between the two cities?
