Not that I am aware of, at least not in the US. I have searched for ways many times. What you can sometimes do is transfer your miles into a hotel program such as Hilton HHonors, you can then transfer the points out of there and back into FF miles. Problem is along the way you are probably going to lose some value (in the form of points) along the way.

I know that you can transfer NWA miles from person to another. I don't think you can transfer in miles from another carrier. NWA allows up to 10,000 miles per year into your account from another account. ! cent per mile and a $25 fee. My dad recently transferred me some miles from his account because he had not flown NWA in years and didn't want them to go to waste.

You can transfer miles at www.points.com. You lose some miles in the process but it can be done. I transfered some miles from AA to AS a couple of years ago.

Usually indeed impossible to do directly, there's always going to be a middle man (like points.com or others)
Even within an alliance - I tried moving my BA account to AA when I moved from Europe to the Caribbean a few years ago, couldn't do it so I now have a bunch of useless BA miles.
Person to person, or even buying missing miles, is sometimes possible (AA for example).

Even though you can transfer miles from person to person, it usually costs more than the points are worth to do so. The value of the points is about 1 cent and it costs that to transfer. Don't transfer, unless you are topping up an account. It is better to get a ticket for the person yourself.
