Santa Maria Public Airport (KSMX). International?

One of the airports nearby will be "converting" to an international airport. All this means is that SMX will have one customs agent. Really, no international airlines will be serving, but corporate and private jets will be able to use the customs agents services.

My questions are, "what exactly goes into to making it an "international" airport? (other than a customs agent). Are there any requirements above and beyond one of a public/municipal airport?

Is there any chance of such a small airport could grow to accommodate real international airline flights?

Can international corporate/private flights land at a "non international" airport if it is an emergency?

Any more info would be appreciated.
