New Requirements For Foreigners At US Airports?

All non-US passports holders are now used to the US entry requirements like fingerprints and picture. I just come back from ORD and while I was waiting at the gate for my flight, approx 2 hrs before boarding, 4 or 5 guys supposedly from immigration controls came at the gate and an announcement was made to ask all non-US passport holders to go to see these guys. They had (nice) portable machines (size of a paperback book) allowing them to read your passport informations, take your fingerprints and a picture of your nice face Big grin ! My questions/comments are :
- is it a new requirement or an "experiment" ? I come very often in the US (including 4 times in the last 2.5 months) and it's the 1st time I see that (some colleagues who were flying on another flight in another ORD terminal the day before had the same thing)
- as I said, they came about 2 hrs before boarding ans stayed during about 30 min. What about people who were not at the gate yet because shopping in the terminal, waiting in the business lounge, or not arrived at the gate yet for any reason ? So what is it for ? to check that the fingerprints and picture of the departing person are the same as the one who arrived a few days before ? If yes, why not doing it for all foreigners ?

If anybody has information, I'm just curious to know what's going on  stirthepot

It's not that new, some airports have kiosks (I've seen them at DEN and ATL) where you get your passport scanned and fingerprints and photos taken.

I assume that the guys with the portable reader are the same thing.

The first time I used these kiosks at DEN there was also a girl from HS with a portable reader who scanned the recipt from the kiosk (3D barcode) and my photo came up on the screen.

I think it is to make sure that you check out of the US as well as check in (isn't that what the bottom half of the I-94 is for?)

Your tax dollars at play, folks, presumably EU (and CH) travellers will have the same thing inflicted on them sooner or later.

I have used the kiosks at SFO last year. I was taking the SQ SFO-SIN flight, and at checkin itself, we were told of the new requirement and a paper explaining the process given to us. Then at the gate, we had to go to the Kiosk with the automated machine, scan our visa, give our fingerprints and have our photo taken, and I got a confirmation receipt for that too!

The homeland security dept is monitoring all non-US citizens entering and leaving US now.

thanks guys for the info. May be it's not new but, again, 4 trips in 2 months (gateways were LAX, IAD, ATL and ORD) and it's the 1st time. And if they're using this "new system", why do we still have the green bottom part of the I94 that is taken when you board your departing flight ?

I have left the US 3 times in the past year.... 2 times from ATL, where in the central lobby of Concourse E these machines are located. I used them, worked exactly as described above. In September I left from JFK, no scanning of the passport or picture taking here. This Sunday I will see how it works in IAH  Wink.

My understanding is that the procedure is an experiment to implement new immigration/exit processes which are meant to replace the current I-94 system at some point in the future (at least the thing with the bottom part).

I was never asked for it, but I use to keep it until my next re-entry in the US as an additional prove that I have followed proper exit procedures and not overstayed my previous stay.

Ahhh the good ole US Visit program. What they should do in US airports is have everyone clear a passport control outbound as part of the security process, which is pretty much how its done in most european airports, and NRT. Would create a lot of problems in the US, but I think it needs to happen, along with CUTE terminals.

I had my picture taken and printed at JFK in Sept 2005.

The sign said visa only, but they were doing people on VWP as well.

I agree 100%. Btw, it's also done this way in SIN and at all Australian airports I know... same thing for PVG and HRG...

mhm...  scratchchin  the longer I think about it: I think the only airports I know where no central passport controls for passengers leaving the country/schengen zone exists are all located in the U.S....

Yup, in India too, you need to clear emigration where they check your passport before you are allowed to board the plane

The UK and Ireland do not care who leaves their country either, they only do some random checks on flights to specific countries. Most of the time you will never go through passport control. The rules in the US are very inconsistent and keep changing all the time anyway. As a half-way frequent visitor I have at least noticed that it seems like the more often you visit the less hassle you get at immigration. I have however already managed to leave the US with my I-94 because the check-in staff screwed up and I forgot about it and noone seemed bother me about it either.

just a question: is the VWP I 94 form still the same as last year ? I read a trip report and i got the impression that this has been changed (he said bigger ...dont know what he meant exactly).
As for the kiosks, I think it is still in a testing phase isn't it ? and thus not yet in all US airport.
Yes, I wish they would just have a normal outbound check that would reduce possible screwup like missing or misplaced I94 by airlines etc....

I didn't notice any change for years in the I 94 form

Those lovely forms of America... As crew i have never seen a form where passengers make so many mistakes on i wish they were laid out in a better format ...

Not all. Canadians are still exempt from fingerprint/picture on arrival - checkout on departure. This will likely change though.

Except at the Mexican border. There, there are no regulations whatsoever as to who may or may not enter the country. You won't need a passport, you won't be subjected to fingerprinting or photographing. There are no baggage limitations. Nor are you required to make any declaration of imported goods. This is the (un)official policy of the American State Department, and is supported by both political parties here, so it is unlikely to change anytime in the near future.

you're right. Especially when you know that the airlines get fined by US authorities everytime a form is not properly filled by a PAX. This is called racket  Angry

Yes its called a racket ..Its from the land of the free ..ops from the airlines perspective land of the expensive.. Why should a airline be held responsible for a passengers mistake on a form.. Its like a son or daughter murdering someone and jailing the parents..
