Bilateral Agreements - Where To Find A List?

I'm looking for a list of bilaterial agreements - so far I've come accross bits and pieces but I'm looking for a comprehensive picture. I'd like to find out which markets are really "protected", ie have a large share of traffic based on bilaterial agreements and which are more open. I thought ICAO or somebody would compile this sort of information but I have been unable to find....help???

You are right, it is ICAO (Signatories to the Chicago Convention are required to submit their bilaterals to ICAO). Try here but it does cost $595.

Almost all air service is covered by bilaterals, there are a few that operate under 'comity' - but these are quite rare. The traditional Bermuda I model (i.e. the agreement between the US and UK made in 1946) bilateral contains many clauses on economic regulation. Route rights, frequency, aircraft size, tariffs etc. This type is still the most common.

Some countries, like the US, are pursuing 'open skies' but, despite the name, these do not relax the economic regulation completely and, continue to maintain the outdated ownership and control provisions.

Is there an agreement between the U.S. and South Africa. A guy at the South African consulate said there is an agreement for 4 carrier from both the U.S. and South Africa to fly that route. I tried search for that agreement but my search proved futile. Anybody know where to find the US/South Africa open sky agreement.
