Why No CAT II/III On Rwy 09 At BRS?

Does anyone know why Rwy 09 at BRS is only suitable for CAT I landings? I understand that they upgraded Rwy 27 for CAT II/III (and re-routed the A38 around) but didn't do this for Rwy 09.

I just landed at BRS on a U2 A319 in wet weather, no problems with the landing, despite recent media hype of a continuing problem http://news.bbc.co.uk/1/hi/england/bristol/6379213.stm

My guess is that, during such low visibility conditions, the prevailing winds favor the RWY 27 approach nearly all of the time... so it probably isn't worth the expense of equipping RWY 09 with the same CAT II/III electronics.
