Yep, this is a continuation of last year's work.
Last year they rehabed the southern end of 3R
/21L at the 9R
/27L intersection, so they can keep that runway open this year during reconstruction of the full runway. Work was obviously suspended over the winter.
They will use 27L for arrivals in place of 21L, for those aircraft coming from the east. This will work fine when the 21's/22's (and now 27L) since it does not intersect with any other runways besides that one that will be closed.
Potential delays could occur when the 3's/4's are in use, since 9R
can't be used except for departures, or can't be used at all if 3L is being used for arrivals.
21's/22's is the prefered configuration anyways, which is used around 70% of the time, based on the prevailing wind direction.
