380/787 Allowed To Operate Singapore-Japan

Japan and Singapore has concluded the latest round of bilateral deal talks during 19APR - 20APR.

The new deal:

*Each side able to add capacity of equivalent to 16 weekly 747 flight. (Existing capacity between the 2 equals to 64 weekly 747 flight)

*Unlimited frequencies to cities other than Tokyo, Osaka and Nagoya

*Cargo flights beyond each side to 3rd country is permitted (up to 14 weekly)

*A380 and B787...etc are possible to operate (Didn't specifically mention why)

*Code-share for intra-Japan is possible and beyond each side to 3rd country will be expanded


日本とシンガポールとの航空当局間協議が、4月19日(木)及び20日(金)の両日、東京において開催され、以下のとおり合意した。

1. 双方にB747で週16便相当の輸送力を追加(現在は週64便相当)。
2. 東京・大阪・名古屋以外の地点について便数制限を撤廃。
3. 貨物専用便路線の中間・以遠地点への運航を可能とした(週14便まで)。
4. A380型機、B787型機等の使用を可能とした。
5. コードシェア枠組み
* 以遠区間におけるコードシェア枠組みの拡大。
* 日本国内区間におけるコードシェアを可能とした。

Anyone know how they decide what is the equivalent of a 747 flight? Number of seats in the airline's configuration? Number of total seats possible?
Since the wording specifically says "capacity" will the A380 count as 1.5 747's and the 787 as 0.5 747's?

I don't know about the Singapore-Japan bilateral but, for the US-Argentina bilateral, a 767 or 777 counts as 2/3 of a 747.
