US Lifts Ban On Lebanon

Wed Jun 06, 2007 9:46 pm

After more than 2 decades, the US lifted the ban on Lebanon. Here is the quote from Naharnet:

U.S. President Bush lifted a ban on air traffic to Lebanon imposed since the 1985 hijacking of a TWA jetliner to Beirut.
A press release issued by the White House said Bush was determined that the “prohibition of transportation services to Lebanon … is herby further amended to permit U.S. air carriers under contract to the United States Government to engage in foreign air transportation to and from Lebanon of passengers, including U.S. and non-U.S. citizens.”

I read it earlier on www.naharnet.com .

Excellent news (once confirmed).

If this happens, i can see DL jump on it from JFK. (JFK -BEY)
Perhaps NWA DTW-BEY.

MEA To JFK or DTW?

"U.S. air carriers under contract to the United States Government to engage in foreign air transportation to and from Lebanon of passengers, including U.S. and non-U.S. citizens"

-This means only contracted military flights?

Can't tell if that's meant to be sarcastic or not. It's to supply aid to the beleagured pro-western Lebanese government, while they fight al-Qaeda inspired militants.

From the above quote, it sounds like it's just military/USG planes. Too bad. Would love to see commercial flights jump in.

No not at all; I figured if the US would have pulled back restrictions it would have been post Syrian pullback and pre Israeli incursion, and not whilst Lebanon was battling Al-Qaeda relatives in Tripoli.

Quoting OD720 (Thread starter):
to permit U.S. air carriers under contract to the United States Government

Can someone explain this? It seems to be referring to military ops. Therefore all the suspected plans of DL entering the market is worthless at this point.
There is something special about planes....

It clearly says "of passengers, including U.S. and non-U.S. citizens"

In any case, it would become clearer probably in the coming few hours or day.

I would assume "under contract to the United States government" simply refers to the registration of the aircraft and the airline flying it.

I think that at first, US airlines would pefer to codeshare with MEA instead of sending their own planes. One step at a time.

Let me clear this up..

Here is a copy of the White House Memorandum on this issue:

Quote:
For Immediate Release
Office of the Press Secretary
June 6, 2007
Memorandum for the Secretary of Transportation

White House News

SUBJECT: Partial Resumption of Travel to Lebanon to Promote Peace and Security

By virtue of the authority vested in me by 49 U.S.C. 40106(b) and for the purpose of promoting peace and security in Lebanon, I hereby determine that the prohibition of transportation services to Lebanon established by Presidential Determination 85-14 of July 1, 1985, as amended by Presidential Determination 92-41 of August 17, 1992, and Presidential Determination 98-32 of June 19, 1998, is hereby further amended to permit U.S. air carriers under contract to the United States Government to engage in foreign air transportation to and from Lebanon of passengers, including U.S. and non-U.S. citizens, and their accompanying baggage; of goods for humanitarian purposes; and of any other cargo or material.

All other prohibitions set forth in the above-referenced Presidential determinations remain in effect.

You are directed to implement this determination immediately.
You are authorized and directed to publish this determination in the Federal Register.

This ammendment was required and requested specifically by a few US airlines that have been charted by the US government to provide both cargo and if needed for passenger flights to Lebanon.

You can somewhat read between the lines of what US thinking is about the latest Lebanon tension build up.

The prohibition still very much remains in effect and bars and regularly scheduled commercial services between the countries.

Very interesting indeed...

Which airlines do you think would be interested in this route?

NW, DL perhaps?

ME's A332 can do BEY-JFK non-stop no problem. Like to see them jump on this.

Not good news for RJ.

This will help MEA become a full member for Skyteam sooner I believe. They are already an associate member. I could see NW to be the first airline to Lebanon if it happens as the Detroit area and midwest house a lot of mid-easterners.

You guys still dont quite understand this

This order Does not in anyway change the ban on regular commercial services to Lebanon. The prohibition remains very much in place.

All this allows if for US air carriers under contract to the US Government to fly missions to Lebanon.

If you are not aware of recent on goings, the US government much prefer to use a less overt method then sending USAF aircraft.

New US military aid for Lebanon
Saturday, 26 May 2007

US military planes have delivered more equipment to the Lebanese army, as its stand-off with Islamic militants at a Palestinian refugee camp continued.

http://news.bbc.co.uk/2/hi/middle_east/6695055.stm

In addition the passenger portion of this memorandum is incase either troops needs to be sent to support ops, or a humanitarian evacuation becomes necessary from Lebanon as was the case last summer.

Exactly. The only US Airliners that might fly to BEY are airliners under charter from the government. Also I would not be to surprised to see some Atlas or Southern Air 747s go to BEY with equitment etc.. for the Lebanese government. But this planes would be under contract by the US government which would allow them to fly to BEY.

Haha  laughing  And from a European too!!!

It would be good to see flights from BEY to JFK on ME but I dont think it will happen as stated above its more to let aid (arms) into BEY to fight the rebels. Still its a start I guess.

HAHA it is really funny to read this post. Some members explaining the information (flights are not scheduled passenger flights), while others totally ignoring it with suppositions as to who will get route rights first and to where.. Big grin

Micke - I read that as Lesbian at first, I guess my mind is in the gutter.

I would say the Detroit Michigan area as Lebonese have lived there for many generations. Oh and Toledo too because that is where Max Klinger is from.

Northwests new 787s will be good for this too on DTW-BEY, which they won't have to make that Shannon stop like RJ does when flying between DTW and Amman.

I just heard on LBC, a Lebanese tv network, the MEA's President, El-Hout, said that they are thinking about applying to some US destinations.

I say JFK.

They would need to order additional aircraft.

The four A330-200s MEA has on order are replacing its existing three leased A330-200s, so they will have a net increase of only one aircraft when it comes to long haul and this additional aircraft is being used to upgrade CDG to twice daily A330 service.

I guess we'll see and I think it's all dependent on the situation in Lebanon...

The text is very clear, this is to allow the likes of World Airways and Polar Air Cargo and co to operate flights to BEY on behalf of the US Government and military instead of sending in the eye-catching hot-target C-17s. Any terrorist will do in his pants if he gets a change to light one up with any kind of weaponery, and that would make the situation just worse. More discreet aircraft will be more or less unnoticed.

It also enables evacuations by such charters which may be setup in the future if the situation keeps on course, i.e. we definitely haven't hit the bottom so far yet. Sadly.

As far as private civil operations are concerned, I guess when it gets a green light (this isn't a green light), it will be MEA first, why not with a Skyteam codeshare partner. I don't see any US carrier jumping on the opportunity in the early days.

I suggest a clearer title for this topic e.g. US Lifts Ban on Govt Flights to Lebanon.
I want the European Union flag on airliners.net!
