I noticed that the photos in the document were all eastern airways on one page so I wonder if they are planning flights. They operate the right size fleet and have a high level of service (and high prices).

I think they just want to emphasise their vision of attracting quality business oriented regional airlines, therefore why not illustrate this with the UK's finest operator and European Regional Airline of the Year? (I'm not biased)

Actually Carlisle does have a good deal of potential - in the corporate group charter and biz jet market as well.
