Currently the HSR doesn't stop anywhere near the airport (although there *is* a station, it's not operational at this time -- station info at http://www.thsrc.com.tw/en/travel/stations.asp
). The busride from the airport to the city is about an hour and costs about US$5.
For information on the airport facilities, the website www.taoyuanairport.gov.tw
is a fairly decent source of info. I don't know if there is any left-luggage facility (there should be) if you want to leave your carry-on luggage at the airport.
There is no hotel at the airport currently (it's being rebuilt). However there is one just down the road that looks pretty decent ... if only I could remember the name of it ... CityPark I think.
Once you're in Taipei, get a daypass on the MRT (underground) and you can get to most of the sites easily enough. A day pass costs NT
$200 IIRC (US$6 or so).
I don't think that spending 12 hours in the airport lounge is going to be at all enjoyable (haven't been to the SQ
lounge admittedly), but generally speaking, they're in the center of the airport, and offer no spotting opportunities. Additionally, there's no observation deck at Taipei that I know of.

from Terminal 2. There is a shuttle train running between them, but I don't know details about it ... never used it.
