AA DCA-MIA Diverts To IAD Today

Didn't see this posted so AA2187 from DCA-MIA had a wing flap problem and diverted to Dulles as a precaution, no more info at this point

Does DCA still have the rule that no passenger may stand up or get out of his/her seat for any reason within 30 minutes of takeoff or landing? I remember that they had this rule after September 11. I was on a flight in 2002 from DFW to DCA, and some dumba** stood up about 15 minutes before landing, and we had to divert to IAD. The cops questioned him.

Not sure if that rule is still applicable or if it came in to play in this case.

That rule was, thankfully, eliminated a few years back.
