These Airline Safety Ratings.......are They Fair?

Is there a universal airline rating system? I have to ask this question because of the fact that certain airlines are given a higher safety rating than other's. One question that often puzzles me is how can an airline with a record of accident(s) be rated safer than one without.Is it that that an airline operating out of a developed nation must be certified safer than one that is not? Even if they use the same equiptment,staff training procedures and maintenance policy. Don't get me wrong, I am not saying developed nations airlines are not safe, i am just wondering why some airlines with certain accident records must be rated safer than other airlines that are not from a similar country even though they may possess excellent maintenance facilities and capabilities?

Airline rating systems are normally statistical in form. We all know that there are "lies, damn lies, and statistics."
Hence, if the ratings are from interpretation of statistics, different statistics can be used to paint almost any picture you want.
The ratings publicised should be examined with that in mind, and once you know from whose perspective you should be looking, you can make your own judgement.
However, just because an airline has not had an accident, it need not necessarily be "safe".
It may not have been flying very long, or it may not have flown a "statistically significant" number of passengers or sectors.
Probably the most practical method of evaluating safety is to find out how the particular airline is rated by insurance companies, they have a financial interest in being correct.

so is it that airlines that fly a large volume of passengers may be rated safer than a medium sized carrier based on passengers? I still need to know though is there a reliable or independent evaluating system for rating airlines?
