Holding Over Pristina

Due low RVR, Germanwings flight GWI5712 is holding over Pristina since more than 2 and a half hours and Edelweiss' EDW412 is doing the same since an hour or so. They are respectively circling at FL290 and FL250, for optimum fuel consumtion. By the time the Germanwings entered the hold of Pristina, it was followed by a Hamburg Airways which didn't hesitate too much to divert to Skopje ! The question is why the Germanwings prefer to hold instead of diverting ? Passengers would have started being bored turning around and around and around !
